About introduction of amendments to article 15.3 of the Federal law "About Information, Information Technologies and on Information Security"

Without delay from the moment of obtaining from the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication, the notification specified in part 1.1 of this Article, the editorial office of online media shall remove information specified in part 1.1 of this Article.

1.3. If the editorial office of online media without delay did not remove information specified in part 1.1 of this Article, the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication sends on system of interaction to telecom operators the requirement about taking measures to restriction of access to online media in which information specified in part 1.1 of this Article is placed. This requirement shall contain domain name of the website in Internet networks, the network address, indexes of pages of the website in the Internet networks allowing to identify such information.

1.4. After obtaining on system of interaction of the requirement specified in part 1.3 of this Article, the telecom operator rendering services in provision of access to the Internet without delay shall limit access to online media in which information specified in part 1.1 of this Article is placed.

1.5. In case of restriction of access to online media according to the procedure, provided by parts 1.1 - 1.4 these Articles, renewal of access to online media are made according to the procedure provided by parts 5 - the 7th this Article.";

3) paragraph one of part 2 after words "this Article," to add with the words "except as specified, provided by parts 1.1 - 1.4 these Articles";

To add 4) with part 8 of the following content:

"8. The procedure provided by this Article is not applied in case of detection of the unreliable socially significant information distributed under the guise of authentic messages which creates threat of damnification of life and (or) to health of citizens, property, threat of mass disorderly conduct and (or) public safety either threat of creation of hindrances to functioning or the terminations of functioning of critical infrastructure, transport or social infrastructure, credit institutions, objects of power, the industry or communication, on the information resource specified in article 10.4 of this Federal Law.".
