About modification of the state program of the Russian Federation "Health care development"

The government of the Russian Federation decides:

Approve the enclosed changes which are made to the state program of the Russian Federation "Health care development" approved by the order of the Government of the Russian Federation of December 26, 2017 No. 1640 "About approval of the state program of the Russian Federation "Health care development" (The Russian Federation Code, 2018, No. 1, Art. 373; No. 11, Art. 1625; No. 48, Art. 7431; No. 53, Art. 8684).

Changes which are made to the state program of the Russian Federation "Health care development"

1. In the line item of the passport concerning appendices to the Program:

a) third to state the paragraph in the following edition:

"appendix No. 3" of the rule of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on implementation of actions according to the prevention and fight against socially important infectious diseases ";";

b) the fifth to state the paragraph in the following edition:

"appendix No. 5" of the rule of provision of subsidies from the federal budget to budgets of subjects of the Russian Federation on purchase of aviation works by public authorities of subjects of the Russian Federation for delivery of health care ";";

c) to state the paragraph of the seventh in the following edition:

"appendix No. 7" of the rule of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation for the purpose of joint financing of state programs of the subjects of the Russian Federation containing actions for development of material and technical resources of children's polyclinics and children's polyclinic departments of the medical organizations ";";

d) after the paragraph of the seventh to add with paragraphs of the following content:

"appendix No. 8" of the rule of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on lump compensation payments to health workers (doctors, paramedics) aged up to 50 years who arrived (moved) to work to rural settlements, either working settlements, or settlements of city type, or the city with the population to 50 thousand people";

appendix No. 9 "Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation for the purpose of joint financing of implementation of state programs of the subjects of the Russian Federation containing actions for development of system of palliative medical care";

appendix No. 10 "Rules of provision and distribution of subsidies to budgets of subjects of the Russian Federation on implementation of the regional projects "Creation of Single Digital Contour in Health Care on the basis of the Single State Information System of Health Care (SSISHC)";

appendix No. 11 "Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on development of network of medical and obstetrical centers and (or) offices of general practitioners in the rural zone within the state program of the Russian Federation "Health care development";";

e) in paragraph eight of the word "appendix No. 7" shall be replaced with words "appendix No. 12".

Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on implementation of actions according to the prevention and fight against socially important infectious diseases

1. These rules establish the purposes, procedure and conditions of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation for the purpose of joint financing of payment commitments of the subjects of the Russian Federation arising in case of implementation of actions according to the prevention and fight against socially important infectious diseases (further - subsidies).

2. Subsidies are provided for the purpose of joint financing of payment commitments of the subjects of the Russian Federation connected with realization of the following events:

a) purchase of diagnostic means for identification, determinations of sensitivity of mycobacterium of tuberculosis and monitoring of treatment of persons, TB patients with multiple medicinal stability of the activator, according to the list approved by the Ministry of Health of the Russian Federation, and also medical products according to the standard of equipment provided by procedure for delivery of health care by the TB patient;

b) purchase of diagnostic means for identification and monitoring of treatment of persons infected with human immunodeficiency viruses including in combination with viruses of hepatitises B and (or) C, according to the list approved by the Ministry of Health of the Russian Federation;

c) increase in knowledge of citizens concerning prevention of HIV infection, and also the diseases associated with HIV infection, including with attraction to realization of the specified actions of socially oriented non-profit organizations.

3. The subsidy is provided within limits of the budget obligations brought to the Ministry of Health of the Russian Federation as the receiver of funds of the federal budget for provision of subsidy for the purposes specified in Item 2 of these rules.

4. Selection criteria of the subject of the Russian Federation for provision of subsidy are:

a) for receipt of subsidy for implementation of actions, the these rules specified in the subitem "an" of Item 2:

availability in the subject of the Russian Federation of the medical organizations subordinated to executive bodies of the subjects of the Russian Federation providing medical care by the TB patient;

availability of the state program of the subject of the Russian Federation including the actions specified in the subitem "an" of Item 2 of these rules and containing indicator of effectiveness of use of subsidy specified in the subitem "an" of Item 14 of these rules;

b) for receipt of subsidy for implementation of actions, the these rules specified in subitems "b" and "v" of Item 2:

availability in the subject of the Russian Federation of the medical organizations subordinated to executive bodies of the subjects of the Russian Federation providing medical care to persons infected with human immunodeficiency viruses including in combination with viruses of hepatitises B and (or) C;

availability of the state program of the subject of the Russian Federation including the actions specified in subitems "b" and "v" of Item 2 of these rules and containing effectiveness the indicators specified in subitems "b" and "v" of Item 14 of these rules.

5. The subsidy is provided based on the agreement signed between the Ministry of Health of the Russian Federation and the supreme executive body of the government of the subject of the Russian Federation prepared (created) with use of the state integrated management information system public finance "The electronic budget", according to the standard form approved by the Ministry of Finance of the Russian Federation (further - the agreement).

6. Conditions of provision of subsidy are:

a) availability of the legal act of the subject of the Russian Federation about approval of the list of actions for the purpose of which joint financing the subsidy is provided;

b) availability in the budget of the subject of the Russian Federation of the budgetary appropriations provided on financial provision of payment commitments of the subject of the Russian Federation for the purpose of which joint financing the subsidy in the amount necessary for their execution including the size of the subsidy planned to provision from the federal budget is provided;

c) agreement signature about provision of subsidy according to Item 10 of Rules of forming, provision and distribution of subsidies from the federal budget to budgets of the subjects of the Russian Federation approved by the order of the Government of the Russian Federation of September 30, 2014 No. 999 "About forming, provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation".

7. The general size of the subject of the Russian Federation of subsidy (Si) presented to the budget is determined by formula:

Si3 - the subsidy size to the budget of the subject of the Russian Federation who is taking part in the current financial year in implementation of actions, the these rules provided by the subitem "v" of Item 2.

8. The subsidy size to the budget of the subject of the Russian Federation who is taking part in the current financial year in implementation of actions, the these rules provided by the subitem "an" of Item 2 (Si 1), is determined by formula:
