The operator of obligatory public TV channels and (or) radio channels rendering communication services for the purposes of television broadcasting and (or) broadcasting with use of networks of the satellite TV and radio broadcasting having no right to refuse to the citizens living in the settlements located out of coverage zone network of radio digital land broadcast of obligatory public TV channels and (or) radio channels in the conclusion of the agreement on provision of access to the communication network for the purpose of receipt of possibility of viewing and (or) listening of the national obligatory public TV channels and (or) radio channels, and also the TV channels which acquired the right to implementation of on-air digital land broadcasting with use of line items in multiplexes in all territory of the Russian Federation without collection of payment for the right of viewing and (or) listening of such channels.
