Article 1

"Implementation in the territory of the Russian Federation of hire of the movie and (or) display of the movie without the distribution certificate establishing, in particular, method of use of the movie is not allowed, except for display of the movie on radio, cable, satellite television and display of the movie at the international Film Festival held in the territory of the Russian Federation which is included in the list of film festivals and which general duration constitutes at least three and no more than fifteen days provided that display of such movie at this film festival is performed no more than five times, and in case of holding events of this film festival with frequency more than once in year their general duration shall not exceed fifteen days, and each action shall not last less than three days in a row and the total number of displays of such movie on all events of this film festival shall not exceed five times, and also except for non-commercial display by the museums, showrooms, houses and palaces of culture, clubs, recreation parks, libraries, archives, scientific organizations or educational organizations of the movies which turned into public property created in the territory relating to the Russian Empire or the USSR within Frontier of the Russian Federation. Receipt of the distribution certificate in case of display of movies only in the cultural and educational purposes within implementation of authorized activities by the museums, showrooms or educational organizations realizing the main and additional educational programs and also in case of display of movies of foreign production on the interstate events held within cultural exchange between the Russian Federation and foreign state is not required.".

This Federal Law becomes effective from the date of its official publication.
