About introduction of amendments to the Law of Ukraine "About housing stock of social appointment" concerning conditions of providing internally displaced persons with social housing

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About housing stock of social appointment" (Sheets of the Verkhovna Rada of Ukraine, 2006, No. 19-20, of Art. 159; 2010, No. 39, Art. 513; 2018, No. 11, Art. 59) following changes:

1. The fourth Article 3 to state part in the following edition:

"4. Social housing shall meet architectural and planning and technical regulations, the sanitary and hygienic requirements, construction regulations, standards and rules for availability to handicapped national groups, including to persons with disability and to be suitable for accommodation".

2. The first and second Article 10 to state parts in the following edition:

"1. Social room accounting is performed by relevant organs of local self-government at the place of residence of citizens (for the orphan children and children deprived of parent guardianship, who reached 16 years, persons from among the orphan children and children deprived of parent guardianship - in the place of origin or accommodation of children of such category before establishment of guardianship, guardianship, the device in foster homes, orphanages of family type, organization for the orphan children and children deprived of parent guardianship; for internally displaced persons - in the location of accounting in the Single information database about internally displaced persons) who have the right to apartments, farmstead (one-apartment) apartment houses from housing stock of social appointment, after finding of full legal capacity by them according to the law.

2. Citizens of Ukraine have the capture right to social room accounting:

a) for which such housing is the single place of residence or which have the right to improvement of housing conditions according to the law;

b) which average monthly comprehensive income for previous year at the rate on one person in the amount is less than the size of the mediated cost of hiring of housing in this settlement and the subsistence minimum established by the legislation;
