Rules of transportation (movement) of loads under control to the state veterinary supervision in the territory of the Republic of Kazakhstan

1. General provisions

1. These rules are developed according to Item 5 of article 21 of the Law of the Republic of Kazakhstan of July 10, 2002 "About veterinary science" and regulate legal, organizational, economic and other relations between owners, carriers and monitoring bodies on observance of regulations and requirements of the veterinary legislation when transporting loads under control to the state veterinary supervision (further - under control loads).

2. Under control loads when transporting (movements) in the territory of the Republic of Kazakhstan are subject to obligatory state veterinary supervision (further - gosvetnadzor).

3. The under control loads which are subject to gosvetnadzor:

1) animals - all types of domestic, wild, zoo, circus, laboratory, decorative, fur, marine animals and other aquatic organisms, birds, bees, fishes, including sexual and somatic cages of animals (embryos, sperm, the impregnated caviar, incubatory eggs);

2) animal products - meat and meat products, milk and dairy products, fish and fish products, eggs and products of egg production which are not used without the corresponding processing in food and also beekeeping products;

3) raw materials of animal origin - skins, wool, hair, bristle, furs, down, feather, the endocrine and intestinal raw materials, blood, bones, horns, hoofs and other products received from animals;

4) the causative agents of diseases of animals, veterinary medicines, stern and feed additives, pathological material or tests which are selected from them for diagnostics and veterinary and sanitary examination, and also test of water, air, the soil, plants;

5) products and attributes of veterinary and zoohygienic appointment used for prevention, treatment and processing of animals, diagnosis of diseases of animals, veterinary and sanitary examination;

6) vehicles, all types of container, packaging materials which can be factors of transfer of causative agents of diseases of animals.

4. The Gosvetnadzor of under control loads in case of their transportation (movement), loading, unloading is performed by the state veterinary inspectors (further - the state veterinary inspector) on places of their loading, unloading, and also along route of transportation (movement).

5. Animals shall be delivered to the place (the railway station - further - the station, port, pier) loadings during the light day, but not later than 3 hours prior to loading and are inspected by state veterinary inspectors.

6. When transporting under control loads of the state veterinary inspector shall:

1) to exercise control:

behind observance of veterinary health regulations of transportation of under control loads;

behind veterinary and sanitary condition of shipping places and unloadings of under control loads;

behind the organization and carrying out, if necessary, preventive disinfection of storage locations, loading and unloading of under control loads;

2) to require on all under control loads which are subject to transportation, veterinary certificates of the established form;
