1. Bring in the order of the Minister of investments and development of the Republic of Kazakhstan of April 28, 2015 No. 511 "About approval of standards of the state services in the field of industrial safety" (registered in the Register of state registration of regulatory legal acts for No. 11363, published on July 9, 2015 in information system of law of Ad_let) the following changes:

to be reworded as follows the standard of the state service "Certification of Legal Entities on the Work Right in the field of Industrial Safety" approved by the specified order according to appendix 1 to this order;

to be reworded as follows the standard of the state service "Registration of Declarations of Industrial Safety of Hazardous Production Facility" approved by the specified order according to appendix 2 to this order;

to be reworded as follows the standard of the state service "Issue of Permissions to Use of the Technologies, Technical Devices, Materials Applied on Hazardous Production Facilities, Dangerous Technical Devices" approved by the specified order according to appendix 3 to this order;

to be reworded as follows the standard of the state service "Issue of Permission to Permanent Use of Explosives and Products on Their Basis" approved by the specified order according to appendix 4 to this order;

in the standard of the state service "Issue of Permissions to Production of Explosive Works" approved by the specified order:

state Item 12 in the following edition:

"12. In disagreement cases with results of the rendered state service, the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.";

to be reworded as follows the standard of the state service "Approval of the Project Documentation on Construction, Expansion, Reconstruction, Upgrade, Preservation and Liquidation of Hazardous Production Facilities" approved by the specified order according to appendix 6 to this order.

2. To provide to department of documentation and control of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the responsible secretary of the Ministry for Investments and Development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Certification of Legal Entities on the Work Right in the field of Industrial Safety"

Chapter 1. General provisions

1. The state service "Certification of Legal Entities on the Work Right in the field of Industrial Safety" (further - the state service).

2. The standard of the state service is developed by the Ministry for Investments and Development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee of industrial development and industrial safety of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

1) Non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

2) the web portal of "the electronic government" www.egov.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of delivery of document package in the State corporation, and also in case of the address on the portal - 15 (fifteen) working days.

The service provider within 2 (two) working days from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents.

In case of factual determination of incompleteness of the submitted documents and (or) documents with the expired effective period the service provider in the specified terms gives written motivated refusal in further review of the statement.

In case of the appeal to the State corporation day of acceptance does not enter rendering the state service in time.

2) the most allowed time of expectation for delivery of document package in the State corporation - 15 (fifteen) minutes;

3) the most allowed time of servicing by the State corporation - 15 (fifteen) minutes.

5. Form of rendering the state service: electronic (partially automated) or paper.

6. Result of rendering the state service - the certificate on the work right in the field of industrial safety or the motivated answer about refusal in rendering the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of representation of result of rendering the state service: electronic.

In case of the address of uslugopoluchatel through the portal the result of rendering the state service goes to uslugopoluchatel to "personal account" in electronic form, certified by the digital signature (further - the EDS) the authorized person of the service provider.

In case of the appeal of uslugopoluchatel to the State corporation behind receipt of result of rendering the state service on paper, the result of rendering the state service is unpacked.

It is possible to verify authenticity of result of rendering the state service on the www.egov.kz portal.

7. The state service is rendered to legal entities (further - uslugopoluchatel) free of charge.

8. Working schedule:

1) the State corporation - Monday through Saturday inclusive, according to the established working schedule from 9:00 till 20:00 o'clock without interruption for lunch, except Sunday and holidays, according to the labor law of the Republic of Kazakhstan.

The state service is rendered at the choice of uslugopoluchatel, according to the procedure of "electronic" queue without the accelerated servicing, possibly booking of electronic queue by means of the portal;

2) the portal - round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed on following the working day).
