Article 1

1) in Article 54:

a) state Item 2 in the following edition:

"2. Diplomas and certificates of competency to members of crews of vessel are granted by captains of seaports in case of compliance of members of crews of vessel to requirements to length of service on the vessel, to the age, the state of health, professional training established by the provision specified in Item 1 of this Article and by results of examination the qualification commissions. The list of seaports in which issue of diplomas and certificates of competency to members of crews of vessel is performed is established by federal executive body in the field of transport.";

b) in item 4 of the word "state supervision body" shall be replaced with words "the captain of seaport who granted the diploma or the certificate of competency";

c) add with Item 6 of the following content:

"6. Procedure for issue of diplomas and certificates of competency of members of crews of vessel, confirmations, stipulated in Item 3 these Articles, in the form of electronic documents, and also the procedure for their centralized accounting in electronic form, informing interested persons on their requests about the status of diplomas, certificates of competency and confirmations affirms federal executive body in the field of transport.";
