The changes made to the Procedure for issue of special permission to movement on highways of the vehicle transporting dangerous goods, No. 179 approved by the Order of the Ministry of Transport of the Russian Federation of July 4, 2011

1. Add item 4 with subitems 4. 1, 4.2 following of content:

"4.1. Special permission is suspended when passing route of transportation of dangerous goods across the highways directly adjacent to the objects of transport infrastructure involved by preparation and holding sporting, cultural, scientific and business mass events (further - objects and actions respectively).

In case of receipt in time not earlier than in 30 days and not later than 7 days from federal executive bodies, public authorities of subjects of the Russian Federation and local government bodies performing counteraction to terrorism within the powers, information on holding actions on objects, the authorized body within three working days makes the decision on suspension of action of special permission and requests alternative routes of detour of objects from the owner of the highway.

The authorized body according to the statement of carrier or his representative for the period of suspension of the operating special permission draws up in the terms which are not exceeding three working days, special permission taking into account the alternative route of transportation of dangerous goods and earlier submitted documents specified in Item 7 of this Procedure for registration of special permission which was suspended.

4.2. In case of suspension of action of special permission the authorized body enters the relevant information in the register of the issued special permissions and notifies on it carrier during the working day by means of telephone and fax connection, and also on the e-mail address specified by carrier in the statement.".
