"Article 19.1. Features of implementation of cross-border transfer of money in case of introduction of prohibitions foreign state
1. In case of introduction by foreign state of prohibitions concerning payment systems which operators are registered by the Bank of Russia including prohibition on receipt of money transfers from the Russian Federation, the prohibition on involvement of operators of the services of payment infrastructure located in the Russian Federation, prohibition on participation in payment systems, implementation of cross-border transfer of money without opening of the bank account within payment systems, foreign payment systems can be performed from the Russian Federation in such foreign state only provided that the operator of payment system, operators of services of payment infrastructure are under direct or indirect control of the legal entities created in accordance with the legislation of the Russian Federation.
2. In case of introduction by foreign state of the prohibitions provided by part of 1 this Article, cross-border transfer of money without opening of the bank account from the Russian Federation in such foreign state based on the agreements signed with the foreign organizations which are not foreign banks (foreign credit institutions) is not performed, except for case if the specified foreign organizations are under direct or indirect control of the legal entities created in accordance with the legislation of the Russian Federation.
