1) in Article 20:
a) part 1 after words "payments for utilities," to add with words "requirements to structure of standard rates of consumption of utility resources (utilities), conditions and methods of establishment of standard rates of consumption of utility resources (utilities), and also justification of the size of the established standard rate of consumption of utility resources (utilities),";
b) add part 4.1 with Item 3 following of content:
"3) establishments or changes of standard rates of consumption of utility resources (utilities).";
c) part 4.2 after words "payments for utilities," to add with the words "about the facts of groundlessness of the size of the established standard rate of consumption of utility resources (utilities), violations of requirements to structure of standard rates of consumption of utility resources (utilities), non-compliance with conditions and methods of establishment of standard rates of consumption of utility resources (utilities)";
