About introduction of amendments to the Law of the Republic of Armenia "About local self-government"

Article 1. Two parts 1 of article 7 of the Law of the Republic of Armenia "About local self-government" of May 7, 2002 ZR-337 (further - the Law) to exclude the offer.
Article 2. To recognize article 24 of the Law invalid.
Article 3. Regarding 3rd article 28 of the Law the word "elections" shall be replaced with words "acceptances of powers".
Article 4. To state article 53 of the Law in the following edition:
"Article 53. Four-year development program of municipality
The four-year development program of municipality is the document expressing set of the steps, from the point of view of target development undertaken in analysis result of social and economic situation and identification of the available problems estimates of financial, economic, natural and human resources of municipality which provides effective solution of problems of municipality in strategic section and implementation of the procedure of target budgeting.
The head of municipality develops the four-year development program and in three-months time from the date of acceptance of the powers submits for approval of local government board. The local government board considers the provided program, in case of need makes to it changes and (or) amendments and accepts its majority half of voices of the members who are present at meeting of local government board. In case of condition of elections of members of local government board during effective period of the four-year development program of municipality in three-months time after acceptance of powers of local government board at least one third of the number of members of local government board established by the law changes and (or) amendments in the four-year development program of municipality can be offered.
