About modification and amendments in the Order of the Government No. 730 of September 8, 2014
The government DECIDES:
In the Order of the Government No. 730 of September 8, 2014. "About approval of the National program in the field of food and food allowance for 2014-2020 and the Action plan for 2014-3016 on implementation of the National program" (The official monitor of the Republic of Moldova, 2014, Art. No. 270-274, 779) to make the following changes and additions:
Item 1 of the resolution to add 1) with paragraphs of the following content at the end:
"Staff of the Advisory board on coordinating of the National program in the field of food and food allowance for 2014-2020, according to appendix No. 3;
Regulations on the Advisory board on coordinating of the National program in the field of food and food allowance for 2014-2020, according to appendix No. 4.
2) appendix No. 1:
a) in Item 17 the fifth and sixth offers to exclude;
b) add with Item 17-1 of the following content:
"17-1. Every third child in the Republic of Moldova suffers from deficit of iodine. Women of childbearing age, the feeding women and children are the most susceptible groups concerning deficit of iodine. Since 1998 the Government of the Republic of Moldova realized three consecutive national programs directed to liquidation and the prevention of iodine-deficiency violations by means of iodination of the salt intended for consumption by the person. Though some achievements in the prevention of iodine-deficiency violations by means of salt iodination were registered, the purpose on steady liquidation of these violations shall be supported and reached. Deficit of iodine is determined by the low level of content of iodine in the environment and therefore, for prevention of iodine-deficiency violations it is necessary to carry out the additional measures connected with permanent iodination of the population. In 2014 WHO confirmed that all edible salt, held for use in farms and in the food industry, shall be enriched with iodine as the strategy of safe and effective prevention and control of iodine-deficiency violations among the population which is persistently recommended to state members for the purpose of implementation and steady maintenance of intervention";
c) add Item 31 with the subitem 8) of the following content:
"Achievement by January 1, 2017 of release of iodine with mochy to the level of 100-200 mkg/l children aged from 7 up to 12 years and 150-250 mkg/l have 8) at expectant mothers and steady maintenance of this indicator";
d) add with Item 38-1 of the following content:
"38-1. Achievement by January 1, 2017 with mochy to the level of 100-200 mkg/l children aged from 7 up to 12 years and 150-250 mkg/l have releases of iodine at expectant mothers and steady maintenance of this indicator will be realized due to carrying out the following measures:
1) ensuring import and placement in the market at least 90% of adequately iodated edible salt by January 1, 2017 and steady maintenance of this level;
2) promotion of consumption of iodized salt for the purpose of increase in level of use of adequately iodated edible salt by 2017, at least, in 90% of farms and steady maintenance of this level;
3) promotion of use of iodized salt in the food industry for the purpose of increase by January 1, 2017 in share of the companies of the food industry which use iodized salt as food ingredient and in public catering at the level of at least 90-95%, and steady maintenance of this indicator.";
e) add Item 47 with the subitem 13) of the following content:
"13) the median of release of iodine with urine at children aged from 7 up to 12 years will constitute 100-200 mkg/l and 150-250 mkg/l at expectant mothers";
Item 48 to add 4) with the subitem 19) of the following content:
"19). Median of release of iodine with urine";
3) appendix No. 2:
a) heading "Tasks and Actions":
3.10 to add line item with words ", including decrease in content of salt in food and use of iodized salt at the end";
4.3 to add line item with the words "and replacements of not iodized salt by iodized salt" at the end;
b) the plan to add at the end with the following line items for 2016:

Regulations on the Advisory board on coordinating of the National program in the field of food and food allowance for 2014-2020
I. General provisions
1. The advisory board on coordinating of the National program in the field of food and food allowance for 2014-2020 (further – the Advisory board) is cross-industry structure at the national level, with advisory functions.
2. The advisory board consists of representatives of bodies of the central public management with competences in the field, scientific community and national and international partners, and functions on voluntary basis, reflecting priorities and obligations of the Republic of Moldova on reducing burden of incidence, the prevention of disability and avoidance of premature death rate because of the noninfectious diseases connected with food, insufficiency of food and deficit in food allowance.
3. The purpose of the Advisory board consists in coordinating of activities within the National program in the field of food and food allowance for 2014-2020.
4. The advisory board performs activities on the basis of partnership between public institutions, the international and non-governmental organizations, taking into account the principle of transparency and mutual cooperation.
5. The mission of the Advisory board consists in increase in efficiency of communication and intersectoral cooperation for strengthening of the legislation in the field of food and food allowance according to provisions of National strategy for prevention and control of noninfectious diseases for 2012-2020 and with the legislation of Community, and also in creation of the mechanism of effective implementation of actions in the field of food and food allowance.
6. The advisory board performs activities as a part of 22 members under the leadership of the chairman who is helped by two vice-chairmen.
7. The advisory board performs the activities based on the current legislation and this provision.
8. It is determined that in case of release from post of some advisory board members, their duties will be fulfilled by persons who are again appointed to the corresponding positions, without edition of the new order of the Government.
II. Main powers of the Advisory board
9. The advisory board performs the following powers:
1) coordinates implementation of the National program in the field of food and food allowance for 2014-2020;
2) is provided by participation of concerned parties in the course of development, monitoring and implementation of actions in the field of food and food allowance for 2014-2020 in the Republic of Moldova and promotes creation of stable relation between all key participants making decisions, involved in development, promotion and implementation of the legislation and public the politician in the field of food and food allowance;
3) helps cross-industry partnership between public institutions, the international and non-governmental organizations for improvement of control of the noninfectious diseases connected with food, insufficiency of food and deficit in food allowance and provides effective mutual dialogue between government and non-governmental organizations of Moldova, and also from abroad;
4) is coordinated by process of development and approval of the legislation in the field of food and food allowance with Global strategy in food allowance, physical activity and health, and also process of implementation of the legislation and documents the politician in the field;
5) promotes intersectoral cooperation for development of state policies on prevention and control of the noninfectious diseases connected with food, insufficiency of food and deficit in food allowance and coordinates introduction them in action.
III. Powers of management and advisory board members
10. The chairman of the Advisory board performs the following powers:
Convokes 1) and directs meetings of the Advisory board;
2) is coordinated by activities of the Advisory board;
3) signs solutions of the Advisory board and exercises control of their accomplishment;
4) performs other functions according to this Provision.
11. The secretary of the Advisory board, with the status of his member, provides:
1) preparation of materials for meetings of the Advisory board;
2) the direction of solutions of the Advisory board to his members, the ministries, other central administrative authorities and the interested organizations;
3) generalization of results of execution of the made decisions and informing on it the chairman of the Advisory board;
4) plan development of activities of the Advisory board on the basis of proposals of the chairman (vice-chairman), advisory board members and public authorities, including their representation for consideration at meetings of the Advisory board;
5) realizes other types of organizational, analytical or information activities of the Advisory board.
12. Advisory board members shall:
1) to perform powers according to this Provision;
2) to participate in meetings of the Advisory board;
3) to inform heads of organizations who they present, on the decisions made at meetings.
IV. Organization of activities of the Advisory board
13. The advisory board performs the activities at plenary meetings which are held at least once a quarter.
14. Meetings of the Advisory board are competent if 3/4 advisory board members participate in them.
15. In meetings of the Advisory board the invited without voting power and other persons, representatives of the central and local authorities of the public power, public organizations, companies, mass media, non-governmental organizations, international organizations and other users of information can participate in quality.
16. For realization of the mission the Advisory board creates the technical working groups on the different specific directions including specialists in the field of food and food allowance from public sector, non-governmental organizations, and also partners in development.
17. Enters tasks of technical working groups:
1) rendering technical support in the course of reduction of the legislation in the field of food and food allowance in compliance with Global strategy in food allowance, physical activity and health and the legislation of Community;
2) implementation of lawyer activities for strengthening of the legal base in the field of food and food allowance according to Global strategy in food allowance, physical activity and health;
3) ensuring transparency of activities of the Advisory board by provision of information and preparation of materials for mass media;
4) monitoring and assessment of provision in the field, and also implementation of the legislation and documents the politician, identification of problems with health at the population and participation in development of state policy in the field of food and food allowance.
V. Meetings of the Advisory board
18. Meetings of the Advisory board are held at the initiative of the chairman or the secretary of the Advisory board or, upon the demand of one third of his members, with informing on it the secretariat a month before the meeting.
19. The agenda of meetings of the Advisory board is constituted by the secretary, according to the proposal of the chairman, and it is represented to advisory board members for modification and amendments not later than 14 days before convocation of meeting then it is submitted for approval to the chairman of the Advisory board not later than 7 days before convocation of meeting.
20. The final agenda is brought to the attention of members of council and, as necessary, the invited persons not later than five days before convocation of meeting.
21. Meetings are held under the leadership of the chairman of the Advisory board, and in its absence – one of vice-chairmen.
22. The minutes of the Advisory board are constituted by his secretary no more than in 2-day time after holding meeting and signed by the chairman and the secretary of the Advisory board.
VI. Solutions of the Advisory board
23. When implementing the powers the Advisory board makes decisions on the questions entering its competence.
24. Decisions of the Advisory board are made by a majority vote the members who are present at meeting. Advisory board members are equal partners, with the participation right in decision making process and delegations of the powers to representatives for vote.
25. Solutions of the Advisory board are signed by its chairman.
26. Solutions of the Advisory board have advisory character for all public authorities participating in implementation of the National program in the field of food and food allowance and also in establishment of the mechanism on effective implementation of actions in the field of food allowance".
