1) Article 78:
a) add with Item 3.1 of the following content:
"3.1. In case of violation by receivers of the subsidies of the conditions established by their provision provided by this Article, appropriate means are subject according to the procedure, determined by regulatory legal acts, municipal legal acts, stipulated in Item 3 these Articles, to return to the relevant budget of budget system of the Russian Federation.";
b) add with Item 5.1 of the following content:
"5.1. By provision of the subsidies provided by this Article, to the legal entities specified in Item 1 of this Article, the compulsory provision of their provision included in agreements (agreements) on provision of subsidies for financial provision of costs in connection with production (realization) of goods, performance of works, rendering services is the acquisition prohibition at the expense of the received means of foreign currency, except for the transactions performed according to the foreign exchange legislation of the Russian Federation when purchasing (delivery) of the high-technology import equipment, raw materials and components, and also connected with goal achievement of provision of these means of other transactions determined by the regulatory legal acts, municipal legal acts regulating provision of subsidies to the specified legal entities.";
2) in Article 78.1:
