About introduction of amendments to the Law of Ukraine "About features of state regulation of activities of subjects of the business activity connected with realization and export of forest products" about temporary ban of export of forest products in a raw state

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About features of state regulation of activities of subjects of the business activity connected with realization and export of forest products" (Sheets of the Verkhovna Rada of Ukraine, 2006, No. 2-3, of Art. 34; 2014, Art. No. 6-7, 80) following changes:

1. To add Article 1 after paragraph two with the new paragraph of the following content:

"Forest products raw - forest products according to code 4403 of group 44 of the Section IX of the Ukrainian classification of goods of foreign economic activity".

With respect thereto the third and fourth to consider paragraphs respectively paragraphs the fourth and fifth.

2. Add with Article 2-1 of the following content:

"Article 2-1. Temporary ban of export of forest products in a raw state

Temporarily, for a period of 10 years, export out of limits of customs area of Ukraine in customs regime of export of forest products raw is forbidden (code 4403 UKTVED):

tree species, except pine, - since November 1, 2015;

tree species of pine - since January 1, 2017".

3. State Article 3 in the following edition:

"Article 3. Confirmation of origin leso-and timber

Realization out of limits of customs area of Ukraine in customs regime of export by subjects of business activity of forest products and the timber made of them, except provided by articles 2 and 2-1 of this Law, is allowed in the presence of the certificate of origin of forest products and timber made of them.

The procedure for issue of the certificate of origin of forest products and the timber made of them affirms the Cabinet of Ministers of Ukraine.

Certificates of origin of forest products and the timber made of them are issued by the companies - permanent forest users together with commodity-transport delivery note.
