About modification of some legal acts of Ukraine concerning enhancement of regulation of the relations in the field of traffic safety
The Verkhovna Rada of Ukraine decides:
I. Make changes to the following legal acts of Ukraine:
1. In the Code of Ukraine about administrative offenses (The sheet of the Supreme Council of USSR, 1984, appendix to No. 51, the Art. 1122):
To add 1) with Article 14-2 of the following content:
"Article 14-2. Responsibility for the administrative offenses in the field of traffic safety fixed in the automatic mode
The administrative responsibility for the offenses in the field of traffic safety fixed in the automatic mode (by means of the technical means allowing to perform photographing or video also function according to the legislation on information security in information and telecommunication systems), bear legal entities and physical persons behind which the vehicle is registered.
If the vehicle is registered outside the territory of Ukraine and such vehicle according to the legislation is not subject to state registration in Ukraine, person who imported such vehicle on the territory of Ukraine is involved in the administrative responsibility for the offenses in the field of traffic safety fixed in the automatic mode.
The physical person on which the vehicle is registered or which imported the vehicle on the territory of Ukraine is exempted from liability for the administrative offenses in the field of traffic safety fixed in the automatic mode if the vehicle, its registration plate was disposed from ownership of the owner owing to illegal actions of other persons, or at the time of making of offense by such vehicle other person managed.
The legal entity on who the vehicle is registered or which imported the vehicle on the territory of Ukraine is exempted from liability for the administrative offenses in the field of traffic safety fixed in the automatic mode if the vehicle, its registration plate was disposed from ownership of the owner owing to illegal actions of other persons.
