About modification and amendments in some resolutions of Council of Ministers of the Republic of Belarus

For the purpose of development of international cooperation and debureaucratization of process of attraction and regulation of the international technical assistance the Council of Ministers of the Republic of Belarus DECIDES:

1. Make changes and addition to the following resolutions of Council of Ministers of the Republic of Belarus:

1.1. in the resolution of Council of Ministers of the Republic of Belarus of November 21, 2003 No. 1522 "About some measures for implementation of the Presidential decree of the Republic of Belarus of October 22, 2003 No. 460" (The national register of legal acts of the Republic of Belarus, 2003, No. 133, 5/13426; 2005, No. 69, 5/15860; No. 145, 5/16526; 2007, No. 45, 5/24751; 2010, No. 82, 5/31555; National legal Internet portal of the Republic of Belarus, 16.11. 2012, 5/36480; 04:01. 2014, 5/38244):

in Item 1:

in subitem 1.1 of the word "National Program of the International Technical Cooperation" shall be replaced with words "The national program of the international technical assistance";

state subitem 1.4 in the following edition:

"1.4. Ministry of Economics:

provides approval and consideration of projects (programs) of the international technical assistance, and also drafts of resolutions of Council of Ministers of the Republic of Belarus on their approval according to the procedure determined by Regulations on procedure for preparation, consideration, approval and registration of projects (programs) of the international technical assistance, and also inventories (property, including money), works and services provided for implementation of these projects (programs), the approved this resolution;

provides preparation of the National program of the international technical assistance;

ensures functioning of the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus and bringing its decisions to the Ministry of Taxes and Tax Collection, the State Customs Committee and other interested;

performs registration of projects of the international technical assistance, information on the organization and (or) holding seminars, conferences, other public discussions within the international technical assistance, and also control of the course of implementation of such projects;

performs preparation and submission to Council of Ministers of the Republic of Belarus of the draft of the annual report to the President of the Republic of Belarus about the project progress (programs) of the international technical assistance, their efficiency, and also about results of control of target use of the international technical assistance;

explains questions of preparation, approval, registration and projects implementation (programs) of the international technical assistance in the Republic of Belarus;";

in subitem 1.5:

in the paragraph the second words "The national program of the international technical cooperation" shall be replaced with words "The national program of the international technical assistance";

the fourth to state the paragraph in the following edition:

"ensures functioning of Coordination council under the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus;";

in subitem 1.6:

to exclude from word paragraph two of "republican state bodies";

word in paragraph three of "republican state bodies" shall be replaced with words "the receivers of the international technical assistance who are managers (receivers) of means of the republican budget";

state subitems 1.7 and 1.8 in the following edition:

"1.7. the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, determined as head concerning cooperation of the Republic of Belarus with the international organizations perform development of programs of the international technical assistance with donors of the international technical assistance, provide preparation of documents on their approval by Council of Ministers of the Republic of Belarus, and after approval in accordance with the established procedure submit their Council of Ministers the Republic of Belarus, and also represent to the Ministry of Economics till March 1 of the year following for reporting according to competence information on attraction of the international technical assistance and its effectiveness;

1.8. receivers of the international technical assistance perform preparation of projects of the international technical assistance, bear responsibility for implementation of the projects (programs) of the international technical assistance approved and registered in accordance with the established procedure.";

in Item 2:

to exclude from paragraph two of the word "and structure of the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus";

in paragraph three of the word "and approvals" shall be replaced with words ", approvals and registration";

To be reworded as follows the regulations on the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus approved by this resolution it (is applied);

The regulations on procedure for preparation, consideration and approval of projects (programs) of the international technical assistance, and also inventories (property, including money), works and services provided for implementation of these projects (programs) approved by this resolution to be reworded as follows (are applied);

The regulations on joint financing of projects (programs) of the international technical assistance realized in the Republic of Belarus, approved by this resolution to be reworded as follows (are applied);

1.2. The regulations on procedure for evaluating projects implementation (programs) for the international technical assistance and their efficiency approved by the resolution of Council of Ministers of the Republic of Belarus of November 26, 2004 No. 1513 (National register of legal acts of the Republic of Belarus, 2004, No. 191, 5/15232), to be reworded as follows it (is applied);

1.3. in the resolution of Council of Ministers of the Republic of Belarus of September 15, 2005 No. 1027 "About some measures for implementation of the Presidential decree of the Republic of Belarus of August 17, 2005 No. 382" (The national register of legal acts of the Republic of Belarus, 2005, No. 145, 5/16526):

in Item 2:

third to add the paragraph with the words "or the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus and registered by the Ministry of Economics";

word in paragraph four of "registration of information on the organization and (or) holding seminars, conferences, other public discussions within the international technical assistance" shall be replaced with words "decisions of the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus and the statement for the organization and (or) holding seminars, conferences, other public discussions registered by the Ministry of Economics within the international technical assistance";

in Regulations on procedure for representation, consideration and registration of information on the organization and (or) the holding seminars, conferences, other public discussions within the international technical assistance approved by this resolution:

to state paragraph two of Item 3 in the following edition:
