Item 11 of Basic provisions according to the admission of vehicles to operation and obligations of the officials on safety of traffic approved by the resolution of Council of Ministers - the Governments of the Russian Federation of October 23, 1993 No. 1090 "About traffic regulations" (Collection of acts of the President and the Government of the Russian Federation, 1993, No. 47, Art. 4531; Russian Federation Code, 2000, No. 18, Art. 1985; 2001, No. 11, Art. 1029; 2003, No. 40, Art. 3891; 2008, No. 8, of the Art. 741) to add with the paragraph of the following content:
"the vehicles equipped with flashing indicators of yellow or orange color, not registered in the State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation (except for the vehicles transporting bulky cargoes, explosive, flammable, radioactive materials and toxic agents of high degree of danger).".
