In Regulations on carrying out tender on receipt of the right to perform land on-air broadcasting, satellite broadcasting with use of specific radio frequencies, No. 25 approved by the order of the Government of the Russian Federation of January 26, 2012 "About allocation of specific radio frequencies for broadcasting with use of limited radio-frequency resource (land on-air broadcasting, satellite broadcasting), carrying out tender, collection of one-time payment for the right to perform land on-air broadcasting, satellite broadcasting with use of specific radio frequencies and recognition voided some acts of the Government of the Russian Federation" (The Russian Federation Code, 2012, No. 6, of the Art. 670):
