b) deputy of the State Duma of Federal Assembly of the Russian Federation;

2) in total within five years preceding promotion by the candidate for granting of power to the member of the Federation Council:

a) replaces or replaced the state positions or positions of the public civil service of appropriate subject of the Russian Federation;

b) replaces or replaced municipal positions or positions of municipal service of appropriate subject of the Russian Federation;
