About introduction of amendments to articles 219 and 220 of the Federal law "About Customs Regulation in the Russian Federation"

Bring in the Federal Law of November 27, 2010 N 311-FZ "About customs regulation in the Russian Federation" (The Russian Federation Code, 2010, N 48, the Art. 6252) the following changes:
1) in Article 219:
a) regarding 1 word "in writing" shall be replaced with words "in written or electronic form";
b) state part 4 in the following edition:
"4. Customs authorities refuse issue of permission to submission of the documents provided by part of 1 this Article after release of goods if the customs applicant within one year to the appeal to customs authority was brought to the administrative responsibility for administrative offenses in the field of customs affairs, the stipulated in Article 16.20 Russian Federation Codes of Administrative Offences.";
c) state part 5 in the following edition:
"5. In issue of permission to submission of the documents provided by part of 1 this Article after release of goods the customs authority in written or electronic form reports to the customs applicant no later than the day following behind day of the address with indication of cause of failure about refusal.";
Item 2 of part 2 of Article 220 to state 2) in the following edition:
"2) if the customs applicant does not provide the licenses, certificates, permissions or other documents confirming observance of restrictions - before representation by the customs applicant of the specified documents or the address in written or electronic form according to part 1 of article 219 of this Federal Law;".
This Federal Law becomes effective after 30 days after day of its official publication.
