1. Approve the enclosed Regulations on personnel service.
2. To the government of the Republic of Tajikistan and other central executive bodies of the Republic of Tajikistan, chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas to bring work of personnel service into accord with this Provision and on the basis of creation of effective personnel management system to promote more complete and rational use of personnel potential, attraction of the most capable and talented personnel of high qualification to public service.

1. This Provision determines structure, basic rights and obligations of personnel service of the state bodies responsible for development and carrying out personnel policy, the organization of work with personnel.
2. The personnel service is independent structural division of state body which within its competence bears responsibility for the solution of the tasks facing state body.
3. The management of personnel service is assigned to the head of state body or to one of his deputies.
4. In the activities the personnel service is guided by the Constitution of the Republic of Tajikistan, the laws of the Republic of Tajikistan, presidential decrees of the Republic of Tajikistan, the orders of the Government of the Republic of Tajikistan, other regulatory legal acts of the Republic of Tajikistan governing the relations in the field of public service and this Provision.
