1. Establish quota for production of wines fruit fortified ordinary in 2013 for domestic sale of the Republic of Belarus in the amount of 0 (zero) decalitres.
2. Bring in the Procedure for establishment and distribution of quotas for production of alcoholic products, non-food ethyl alcohol, antiseptic medicinal, veterinary and the disinfectants relating to non-food alcohol-containing products, No. 1224 approved by the resolution of Council of Ministers of the Republic of Belarus of November 3, 2005 "About quoting of production of alcoholic products, non-food ethyl alcohol antiseptic medicinal, veterinary and the disinfectants relating to non-food alcohol-containing products" (The national register of legal acts of the Republic of Belarus, 2005, No. 176, 5/16724; 2008, No. 106, 5/27558), following amendments:
add the Procedure with Item 4-1 of the following content:
"4-1. Criteria which are considered in case of decision making about determination and distribution of quotas for production of alcoholic products are:
absence at legal entities of the tax arrears, charges (duties), other obligatory payments in republican and local budgets, including the state trust budget funds, state non-budgetary funds on the first, preceding month of application;
delivery by legal entities of alcoholic products to export in the current year;
absence at legal entities of violations on quality of alcoholic products for the last 12 months;
specifying in the corresponding special permission (license) issued to the legal entity, type (group) of alcoholic products on which the quota is distributed;
