Bring in the Law of the Russian Federation of July 2, 1992 N 3185-I "About mental health services and guarantees of the rights of citizens in case of its rendering" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, N 33, the Art. 1913) the following changes:
Part third of Article 7 to state 1) in the following edition:
"(3) when rendering mental health services to him the lawyer, and also the employee of the state legal bureau or the other person authorized by the state legal bureau can perform Protection of the rights and legitimate interests of the citizen to give free legal aid. Persons suffering from mental disturbances when rendering mental health services to them have the right to free legal aid within the state system of free legal aid according to the Federal Law "About Free Legal Aid in the Russian Federation". The administration of the organization giving mental health services provides possibility of the invitation of the lawyer, worker or authorized person of the state legal bureau (in the presence), the urgent cases giving to citizens free legal aid according to the Federal Law "About Free Legal Aid in the Russian Federation", except for, stipulated in Item "and" parts four of Article 23 and the Item "and" of article 29 of this Law.";
2) in Article 37 part two:
a) in paragraph three of the word "and to the lawyer" shall be replaced with words ", to the lawyer, in the state legal bureau (in the presence)";
b) the fourth to state the paragraph in the following edition:
