RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About introduction of amendments to the Resolution of the Cabinet of Ministers of Ukraine of December 16, 2009 No. 1390

The Cabinet of Ministers of Ukraine decides:

Bring in the resolution of the Cabinet of Ministers of Ukraine of December 16, 2009 No. 1390 "About approval of the State target program of reforming of rail transport for 2010-2015" (The Official Bulletin of Ukraine, 2009, No. 101, the Art. 3523) the following changes:

in the resolution:

in the name of the resolution and Item 1 of figure "2015" to replace with figures "2019";

in Item 2 of the word to "Ministry of Economics" shall be replaced with words to "Ministry of Economic Development and Trade";

in the text of the resolution of the word "Ministry of Transport and Communications" in all cases shall be replaced with words "The ministry of infrastructure" in the corresponding case;

To state the state target program of reforming of rail transport for 2010-2015 approved by the specified resolution in edition which is applied.

The state target program of reforming of rail transport for 2010-2019

General part

Railway transport takes the leading place in requirements satisfaction of the production sphere and the population in transportations, is important factor of ensuring social and economic development of Ukraine, strengthening of its foreign economic relations.

The existing management structure by rail, the condition of technological base of the railroads and technological level of the organization of transportations in many parameters do not correspond to the growing requirements of society and the European quality standards of provision of transport services, interfere with increase in efficiency of functioning of industry and need reforming.

Program purpose

The purpose of the Program is creation of new organization-legal and business case of control of railway transport, development of competitive environment in the market of railway services, increase in efficiency of its functioning, requirements satisfaction of national economy and the population in transportations, improvement of their quality and reduction of the size of transport component in the cost of goods and services.

Ways and methods of the problem resolution, term of accomplishment of the Program

The problem resolution is possible in the way:

differentiations of economic functions and functions of public administration;

formations of the state joint-stock company of rail transport public as national carrier of loads and passengers in the market of transport services (further - Society) in which ownership will be infrastructure facilities of rail transport public (further - infrastructure facilities);

forming of vertically integrated structures on types of activity (freight transportation, passenger traffic in the internal and international message, passenger traffic in the suburban and regional message, content and operation of infrastructure facilities, provision of services of locomotive draft, repair of railway vehicles, construction and repair of infrastructure facilities, carrying out research and development works, content of the social sphere);

increases in level of the competition for the account of guaranteeing to subjects of managing irrespective of pattern of ownership of equal access to the market of provision of railway services in competitive, potentially competitive sectors and in the adjacent market;

forming of competitive potential in the foreign market of transport services;

creations of incentives for increase in efficiency of activities of participants of such market;

ensuring equal access for all subjects of managing to infrastructure facilities;

implementations of the financial and economic model capable to provide distribution of financial flows on types of activity on the basis of planned and estimate financing;

increases in the volume of investment into rail transport and implementation of innovative model of development;

attraction of financial resources of local budgets for construction and reconstruction of the rail lines, stations, pedestrian bridges and tunnels, passenger platforms and other objects of rail transport connected with servicing of passengers, acquisitions of railway rolling stock for the suburban message;

development and deployment of innovative transport and logistic technologies;

enhancement of system of regulation of rates for services of rail transport;

carrying out effective social policy and increase in level of social protection of workers of rail transport.

Accomplishment of the Program is performed in three stages.

At the first stage (2010-2012) it is provided:

enhancement of the regulatory framework necessary for reforming of industry;

formation of Society;

implementation of the mechanism of distribution of financial flows by types of economic activity.

At the second stage (2013-2015) it is provided:

forming of vertically integrated production and technological system of rail transport structured on types of activity, with implementation of the automated system of accounting and management;

enhancement of tariff policy, ensuring open pricing in competitive sectors of the market of transport services;

formations of the main thing and Management Sectional Centers transportations;

implementation of the mechanism of financial support of passenger traffic;

creation of organization-legal conditions for functioning of the private operator companies of passenger traffic;

education in the field of suburban and regional passenger traffic of economic societies concerning which corporate laws will belong to local executive bodies, Society and other legal entities;

optimization of organizational structure of rail transport.

At the third stage (2016-2019) it is provided:

liquidation of cross subsidizing of passenger traffic due to passenger traffic, cargo by implementation of the mechanism of financial support;

formation of economic society in the field of passenger traffic in the distant and local message concerning which corporate laws will belong to Society;

increase in number of the private companies owning the park of cars;

formation of the local railroads which own infrastructure facilities and railway vehicles, based on divisions of industrial rail transport, low-active and narrow-gage sites;

development of network of logistic complexes, warehouse and distribution terminals.

Forecast amounts and sources of financing are given in appendix 1.

Tasks and actions

Tasks and actions which implementation is provided by the first and second stages of accomplishment of the Program are given in appendix 2. Tasks and actions which are planned to be performed at the third stage of accomplishment of the Program affirm the Cabinet of Ministers of Ukraine after accomplishment of the previous stages.

The expected results, efficiency of the Program

Accomplishment of the Program will give the chance:

carry out reforming of rail transport, provide its further development and increase efficiency of functioning of area;

accelerate development of the competition in the market of rail haulings, create premises for education of new subjects of managing of different patterns of ownership who will perform freight and passenger traffic;

raise competitiveness of rail transport in the domestic and foreign market of transport services;

increase investment appeal of area;

resolve issue of provision of field of the state support for the purchase of railway vehicles, construction of facilities of rail transport having social value and compensation of the losses connected with preferential transportations of passengers;

satisfy requirements of national economy and the population in transportations;

increase the level of use of transit capacity of the state;

accelerate integration of domestic rail transport into the European and world transport systems;

increase the level of safety of transportations;

provide:

- growth in volumes of transportations (approximate for 20-25 percent);

- work performance improvement (in time 1,6);

- relative reduction of cost of transportations (for 15 percent);

- reduction of amount of specific expenses of energy resources by draft of trains (for 15 percent);

- reducing delivery dates and cargo handling.

Amounts and sources of financing

The approximate amount of means necessary for accomplishment of the first and second stages of the Program makes 9329, 95 million hryvnias.

Financing of the Program is provided to perform at the expense of means of the government budget in the amount 4094, 9 million hryvnias, local budgets, - 3953,6 of one million, other sources - 1281, 45 million hryvnias.

The amount of means necessary for accomplishment of the third stage of the Program will be determined during approval of the corresponding tasks and actions.

 

Appendix 1

to the Program

 

The passport of the State target program of reforming of rail transport for 2010-2019

1. The concept of the Program is approved by the order of the Cabinet of Ministers of Ukraine of December 27, 2006 No. 651.

2. The program is approved by the resolution of the Cabinet of Ministers of Ukraine of December 16, 2009 No. 1390 (in edition of the resolution of the Cabinet of Ministers of Ukraine of October 26, 2011 No. 1106).

3. The state customer - the Ministry of Infrastructure.

4. The program manager - the deputy minister of infrastructure (on position).

5. Contractors of actions of the Program: Ministry of Infrastructure, Ministry of Economic Development, Ministry of Finance, Antimonopoly Committee, Fund of state-owned property.

6. Accomplishment term: 2010-2019.
