Article 4 to state 1) in the following edition:
"Article 4. Official publication of the Federal constitutional Law, Federal Law, act of chamber of Federal Assembly the first publication of its complete text in "The parliamentary newspaper", "The Russian newspaper", "Russian Federation Code" or the first placement (publication) on "The official Internet portal of legal information" (www.pravo.gov.ru) is considered.
The Federal constitutional Laws, the Federal Laws go for official publication by the President of the Russian Federation. Acts of chambers of Federal Assembly go for official publication by the chairman of the relevant chamber or his deputy.";
To add 2) with Article 9.1 of the following content:
"Article 9.1. "The official Internet portal of legal information" (www.pravo.gov.ru) is online media and enters the state system of legal information which functioning provides the federal executive body performing functions on development of state policy, normative legal regulation, control and supervision in the field of the state protection, presidential, governmental and other types of special communication and information.
