About modification of the technical regulation "About Requirements to Automobile and Aviation Gasoline, Diesel and Ship Fuel, Fuel for Jet Engines and to Fuel Oil" and about some questions connected with upgrade of oil processing capacities
The government of the Russian Federation decides:
1. Approve the enclosed changes which are made to the technical regulation "About Requirements to Automobile and Aviation Gasoline, Diesel and Ship Fuel, Fuel for Jet Engines and to Fuel Oil" approved by the order of the Government of the Russian Federation of February 27, 2008 N 118 (The Russian Federation Code, 2008, N 9, by Art. 854; N 39, of Art. 4450; 2009, N 2, Art. 257).
2. To provide to Federal Service for Environmental, Technological and Nuclear Supervision, Federal Antimonopoly Service and Federal Agency for Technical Regulation and Metrology representation annually, till April 1, in the Government of the Russian Federation of the report on execution by the oil companies which signed agreements on improvement of quality of the oil products delivered on the goods markets of the Russian Federation, the investing programs directed to upgrade of oil processing capacities, and plans for development of motor fuels of the corresponding quality.
3. To provide to Federal Antimonopoly Service, the Ministry of Energy of the Russian Federation, the Ministry of Economic Development of the Russian Federation and Federal Service for Environmental, Technological and Nuclear Supervision till April 30, 2012 to the Government of the Russian Federation offers on sanctions against the companies which are not observing terms of upgrade of oil refineries.
