1. This Law governs the relations connected with the state licensing of activities or the certain actions which are subject to licensing.
2. The relations connected with issue of licenses within the prisoner between citizens and (or) legal entities of the license agreement are not governed by this Law.
3. Licensing of activities of banks, the financial and credit and other organizations regulated by National Bank of the Kyrgyz Republic is performed according to the laws of the Kyrgyz Republic "About National Bank of the Kyrgyz Republic", "About banks and banking activity", regulations of National Bank of the Kyrgyz Republic and other regulatory legal acts of the Kyrgyz Republic in the part which is not contradicting them.
The license is understood as the permission issued to the citizen or the legal entity by competent state body to be engaged in certain type of activity or to make certain actions.
1. Issue of licenses is performed as equals for all persons the bases and conditions meeting the requirements established for this license type. It is forbidden to grant the privilege of issue of licenses to the state companies, except those types of activity (production, works, services) which are referred by legal acts to the state monopoly.
