About the electric power
The Parliament adopts this organic law.
This law determines the basic principles of the organization and regulation of production, transfer, distribution, delivery and electric power consumption, and also system of protection of interests of her consumers.
The purpose of this law is creation of the legal framework for ensuring the broad competition on electricity market for the purpose of increase in efficiency of electric utility system.
(1) Operation of this law extends on:
a) production of electricity;
b) transfer and electricity distribution;
c) electrical supply, including by means of import, export and transit;
d) electricity prices and electricity market;
e) licensing;
f) consumer protection.
(2) This law governs legal relations between members of electricity market: electrical power companies, central dispatching company, suppliers and consumers.
The electric power shall be made, be transferred, be distributed and be delivered by the most effective methods, with observance of legal acts for property, about environmental protection, labor protection, other legal acts and according to interests of national economy and the rights of consumers.
For the purpose of this law the following basic concepts are used in value:
electric utility system - set of the elements participating in production, transfer, distribution and electric power consumption;
the electrical power company - the power plant transferring network, distribution network;
