1. Establish the following cases of the direct appeal to the Ministry of Foreign Affairs of the Azerbaijan Republic of foreigners and stateless persons with the statement for receipt of a visa when specifying the purpose and term of arrival:
1.1. in case of arrival in the Azerbaijan Republic as a part of official delegation by the invitation of the supreme bodies of the government or the Supreme state bodies of the Azerbaijan Republic and for the purpose of participation in the international actions organized by the state;
1.2. in case of arrival in the Azerbaijan Republic the staff of the diplomatic representations and consulates of foreign countries, and also representative offices of the international organizations, persons which are part of their administrative and technical service and members of their families, and also foreigners with special diplomatic mission operating in the Azerbaijan Republic;
1.3. in case of arrival in the Azerbaijan Republic based on official representation of the Ministry of Emergency Situations of the Azerbaijan Republic for the purpose of participation in elimination of effects of emergency situations;
1.4. in case of arrival in the Azerbaijan Republic in connection with own urgent treatment or serious illness or the death of the close relative living in the Azerbaijan Republic based on the document confirming it;
