1. Approve the Procedure for involvement of citizens to forming and realization of state policy it (is applied).

2. Item 2 of paragraph 53 of Regulations of the Cabinet of Ministers of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of July 18, 2007 N 950 (The Official Bulletin of Ukraine, 2007, N 54, Art. 2180; 2009, N 52, the Art. 1789, N 78, to the Art. 2640) to state in the following edition:

"2. Public discussion of drafts of acts of the Cabinet of Ministers is carried out according to the legislation.".

Procedure for involvement of citizens to forming and realization of state policy

1. This Procedure determines the main requirements to the organization and carrying out by executive bodies consultations with the public concerning forming and realization of state policy (further - consultations with the public).

2. Consultations with the public are held with the purpose of involvement of citizens to participation in administration of state affairs, provisions of opportunity for their open entry to information on activities of executive bodies, and also ensuring publicity, openness and transparency in activities of noted bodies.

Carrying out consultations with the public shall promote establishing system dialogue of executive bodies and the public, improvement of quality of preparation and decision making on important issues of the state and public life taking into account public opinion, to creation of conditions for participation of citizens in project development of such decisions.
