About measures for protection of the Russian producers of pipes of big diameter

1. Establish for a period of 3 years the special duty on the pipes of big diameter (with an outer diameter more than 508 mm) imported on customs area of the Russian Federation in customs regime of release for internal consumption and classified by the Commodity Nomenclatures of Foreign Economic Activity codes of Russia 7304 11 900 2, 7304 19 900 2, 7304 11 900 9, 7304 19 900 9, 7304 31 800 0, 7304 39 990 0, 7304 59 990 0, 7305 11 000 1, 7305 11 000 2, 7305 11 000 3, 7305 11 000 8, 7305 12 000 1, 7305 12 000 9, 7305 19 000 0, 7305 31 000 0, 7305 39 000 0, 7305 90 000 0, in the amount of 8 percent of customs value.
Action of the special duty does not extend to import of the pipes of big diameter coming from developing countries using national preferential system of the Russian Federation.
2. Provide to the Federal Customs Service collection of the special duty on the goods specified in Item 1 of this resolution, being guided both by the Commodity Nomenclatures of Foreign Economic Activity codes of Russia, and the name of goods.
3. To the Ministry of Industry and Trade of the Russian Federation together with Federal Antimonopoly Service to perform the analysis of the Russian market of pipes of big diameter annually during effective period of the special duty specified in Item 1 of this resolution and if necessary to make offers on its adjustment in the Government of the Russian Federation.
4. This resolution becomes effective after one month from the date of its official publication.
