1. Approve the enclosed Regulations on the unified state register of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation.

2. This order becomes effective since January 1, 2010.

Regulations on the unified state register of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation

1. This Provision establishes the general principles of forming and maintaining the unified state register of objects of cultural heritage (historical and cultural monuments) the people of the Russian Federation (further - the Unified register).

2. The unified register represents the state information system including databank which unity and comparability are provided due to the general principles of forming, methods and form of maintaining the register (Item 2 of article 15 of the Federal Law of June 25, 2002 N 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation").

3. The unified register is kept by the Federal Service on supervision of compliance with law in the field of protection of cultural heritage (further - Rosokhrankultura) on papers. Maintaining the Unified register can be performed along with paper on electronic media.

In case of discrepancy of information containing on papers, information containing on electronic media, information on papers has priority.

4. In case of identification of the objects representing historical and cultural value, Rosokhrankultura and executive bodies of subjects of the Russian Federation authorized in the field of protection of objects of cultural heritage (further together - bodies of protection of objects of cultural heritage), perform their state accounting in special documents.

5. Special documents in which data on the objects representing historical and cultural value are entered are accounting cards which form of maintaining is specified in appendix to this Provision.

Accounting cards are filled in Russian - state language of the Russian Federation. When filling accounting cards data on the objects representing historical and cultural value are recommended to be introduced on the computer or the typewriter accurate bright font, without blots and mistakes.

In Sections III and VI of accounting card the photographic image of object, its plan, and also the scheme of its location respectively can be located.

6. Accounting cards are part of the Unified register and are subject to dead storage with observance of the conditions providing prevention of their plunder, loss, misstatement, and also counterfeit of the entered data. Destruction of accounting cards is not allowed.

In case of inclusion in the Unified register of the object representing historical and cultural value, its accounting card joins the corresponding accounting case of object of cultural heritage.

7. Based on decisions of public authorities Rosokhrankultura includes in the Unified register objects of cultural heritage by assignment of registration numbers and monitoring of data on objects by it in case of their registration in the Unified register.

8. Registration numbers consist of the Arab figures and are appropriated to objects of cultural heritage in general procedure in process of receipt in Rosokhrankultura of the data and documents specified in Article 17 and Item 2 of article 20 of the Federal Law of June 25, 2002 N 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation" (further - the Federal Law).

9. Registration number of object of cultural heritage in the Unified register is unique and cannot be appropriated to other object of cultural heritage, including in case of change of category of its historical and cultural value, and also acceptance by the Government of the Russian Federation of the decision on exception of this object of cultural heritage of the Unified register.

10. After inclusion of object of cultural heritage in the Unified register of the data and the documents specified in Article 17 and Item 2 of article 20 of the Federal Law constitute accounting case of object of cultural heritage.

11. Accounting cases of objects of cultural heritage are subject to dead storage as documentary providing the Unified register. On their basis the information resources of the Unified register providing its automated maintaining are created.

Destruction, and also withdrawal of accounting cases, any documents from accounting cases or their parts are not allowed.

12. The reporting documentation which is handed over in case of acceptance of works on preserving object of cultural heritage in body of protection of objects of cultural heritage is subject to familiarizing with accounting case of this object of cultural heritage.

13. Relevant organs of protection of objects of cultural heritage free of charge provide to physical persons and legal entities information from the Unified register containing in the documents specified in subitems 3-10 of Article 17, and also in Item 2 of article 20 of the Federal Law.
