1. Approve the enclosed Regulations on import to the Russian Federation and export from the Russian Federation of natural diamonds and diamonds.
2. Declare invalid the Presidential decree of the Russian Federation of July 20, 1997 N 740 "About procedure for import to the territory of the Russian Federation and export from the territory of the Russian Federation of the rough natural diamonds and diamonds and some questions of functioning of the domestic market of the rough natural diamonds" (The Russian Federation Code, 1997, N 30, the Art. 3600).
3. This Decree becomes effective in two months from the date of its official publication.

2. Import to the Russian Federation and export from the Russian Federation of natural diamonds and diamonds according to the procedure and cases which are not provided by this Provision are not allowed.
