This Law establishes the principles of implementation of state policy in the field of control of commodity exportation and dual-use technologies, the rights, obligations and responsibility of export subjects of controlled goods, and also governs the relations between state bodies of the Republic of Armenia and export subjects of controlled goods in the field of control of commodity exportation and dual-use technologies.
The basic concepts used in this Law have the following values:
goods and dual-use technologies (further - controlled goods) - raw materials, materials, the equipment, scientific and technical information, services, intellectual property items which are applicable for the civil purposes and owing to the nature and properties can be used for creation of weapons of mass destruction and means of its delivery;
weapons of mass destruction - nuclear, chemical and bacteriological (biological) weapon;
delivery systems - rockets and aircraft with remote control (without pilot) which can deliver weapons of mass destruction;
export - export from the territory of the Republic of Armenia of controlled goods for the purposes of their permanent or temporary placement, use, except for export of the controlled goods imported on customs area of the Republic of Armenia with the obligation on re-export to the same exporting country;
