1. The national commission on questions of regulation of communication of Ukraine (NKRS) is the central executive body with the special status which activities go and coordinated by the Cabinet of Ministers of Ukraine.
NKRS is regulating authority in the field of telecommunications, use of radio-frequency resource and provision of services of mail service.
2. NKRS in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision, other regulatory legal acts.
3. The NKRS main tasks are:
ensuring carrying out single state policy concerning regulation in the field of telecommunications, use of radio-frequency resource and provision of services of mail service;
implementation of state regulation and supervision in the field of telecommunications, use of radio-frequency resource and renderings of services of mail service for the purpose of the maximum satisfaction of demand of consumers for communication services, creating favorable conditions for investment attraction, growth in volumes of services and increase in their quality, development and upgrade of telecommunication networks taking into account interests of homeland security;
