Based on the resolution of Council of Ministers of the Republic of Belarus of February 10, 2003 No. 150 "About the state normative requirements of labor protection in the Republic of Belarus" and according to the Regulations on the Department of Energy of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1595, the Department of Energy of the Republic of Belarus DECIDES:
1. Approve the enclosed Rules on labor protection in the organizations of the peat industry.
2. This resolution becomes effective from the date of its official publication.

1. Rules on labor protection in the organizations of the peat industry (further - Rules) establish requirements of labor protection in case of production and conversion of peat.
2. The requirements of labor protection containing in these rules extend to all torfodobyvayushchy and torfopererabatyvayushchy organizations (further - the organizations) irrespective of their forms of business and are considered during the designing, construction and reconstruction of objects of the organizations of the peat industry.
3. These rules establish the requirements aimed at safety in case of:
3.1. production of marsh preparatory work and production of peat;
3.2. performance of works on peat conversion;
3.3. handling works;
3.4. to transportation of peat across the railroads of narrow gage;
3.5. works on repair and maintenance of peat machines and equipment.
4. In these rules apply the following terms and their determinations:
lumpy peat - the formed peat received excavator and frezformovochny by peat production methods;
insufficient visibility - the visibility in the direction of works caused by weather (meteorological) conditions (rain, snow and other atmospheric precipitation) and other factors reducing transparency of the atmosphere (dust, smoke, fog, smog);
preparation of the peat field - complex of the actions necessary for creation of conditions of development of the peat field;
peat - the organic rock which is formed as a result of dying off and incomplete disintegration of marsh plants in the conditions of the increased moistening in case of lack of oxygen and content no more than 50% of mineral components for solid;
peat sushenka - the milling peat which underwent mechanical conversion and artificial drying;
peat briquette - briquette of the established form and the sizes from the dried-up and pressed milling peat;
milling peat - the dried-up fragmented peat received by milling method of production of peat;
milling method of production of peat - layer-by-layer milling of peat deposit with field drying and cleaning of peat;
frezformovochny method of production of lumpy peat - slot-hole or layer-by-layer milling of peat deposit with peat formation, field drying and cleaning.
5. In the organizations requirements of regulatory legal acts of the Republic of Belarus for labor protection and these rules shall be fulfilled.
In case of performance of works, not settled by these rules, it is necessary to be guided by the Cross-industry general rules on labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818), other regulatory legal acts, technical regulatory legal acts containing requirements for labor protection.
6. Persons guilty of violation of these rules and other regulatory legal acts of the Republic of Belarus on labor protection, are made responsible according to the legislation of the Republic of Belarus.
7. Control of labor protection in the organization is exercised by her head. Heads of structural divisions of the organization provide labor protection of workers in the structural divisions entrusted to them.
8. For the organization of work and control for labor protection the head of the organization creates security service of work (enters position of the labor protection specialist) according to the Standard regulations on security service of work of the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of May 24, 2002 No. 82 (The national register of legal acts of the Republic of Belarus, 2002, No. 89, 8/8286).
9. Absence in the organization of security service of work (labor protection specialist) does not exempt her head from obligation to provide the organization of work and control for labor protection.
10. On the basis of these rules, other regulatory legal acts, technical regulatory legal acts containing requirements for labor protection taking into account specific conditions of work are accepted or brought into accord with them of the instruction for labor protection, other local regulatory legal acts.
11. Instructions for labor protection are developed according to the Procedure for development, coordination and approval of instructions for labor protection approved by the resolution of the State committee of the Republic of Belarus on work and social protection of the population of July 14, 1994 No. 82 (The bulletin of normative legal information, 1994, No. 10).
12. For the purpose of prevention of industrial traumatism and occupational diseases, improvements of conditions and labor protection of workers in the organizations are developed and implemented actions plans on labor protection according to the Regulations on planning and development of actions for labor protection approved by the resolution of the Ministry of Labour of the Republic of Belarus of October 23, 2000 No. 136 (The national register of legal acts of the Republic of Belarus, 2000, No. 113, 8/4357).
13. The head of the organization provides passing by workers of medical examinations according to the Procedure for performing obligatory medical examinations of workers approved by the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).
14. Training in safe methods and working methods, instructing and examination concerning labor protection of workers are carried out according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).
15. Heads and specialists undergo advanced training at least once in 5 years according to the Regulations on continuous professional training of leading employees and specialists approved by the resolution of the Cabinet of Ministers of the Republic of Belarus of January 11, 1995 No. 20 (The national register of legal acts of the Republic of Belarus, 2002, No. 118, 5/11311; 2005, No. 171, 5/16676).
17. Employees of the organizations shall use correctly the individual protection equipment issued according to Standard industry regulations of free issue of individual protection equipment to the employees of the torfozagotovitelny and torfopererabatyvayushchy organizations approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of September 26, 2002 No. 127 (The national register of legal acts of the Republic of Belarus, 2002, No. 116, 8/8642).
18. Control of labor protection condition in the organizations is exercised according to the Standard instruction about monitoring procedure behind compliance with law about labor protection in the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 26, 2003 No. 159 (The national register of legal acts of the Republic of Belarus, 2004, No. 7, 8/10400).
19. Compulsory insurance of workers from labor accidents and occupational diseases is performed according to the Presidential decree of the Republic of Belarus of August 25, 2006 No. 530 "About insurance activity" (The national register of legal acts of the Republic of Belarus, 2006, No. 143, 1/7866).
20. Investigation and accounting of labor accidents and occupational diseases with workers are made according to the Rules investigations and accounting of labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 (The national register of legal acts of the Republic of Belarus, 2004, No. 8, 5/13691), and the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of January 27, 2004 No. 5/3 "About approval of the document forms necessary for investigation and accounting of labor accidents and occupational diseases" (The national register of legal acts of the Republic of Belarus, 2004, No. 24, 8/10530).
21. The territory of the organization and buildings located on it and engineering constructions shall conform to requirements of SNB 1.04.01-04 "Buildings and constructions.
