1. Approve the enclosed Rules of provision of subsidies from the federal budget for the purpose of joint financing of budgets expenses of subjects of the Russian Federation on provision to citizens of subsidies for payment of premises and utilities.

2. Permit the Ministry of Finance of the Russian Federation in case of determination of the size of the subsidy provided to the budget of Kamchatka Krai, not apply decreasing coefficient if the regional standard of the most admissible share of own expenses of citizens on payment of premises and utilities is established by public authorities of Kamchatka Krai at a rate of not less than 15 percent.

3. Declare invalid the order of the Government of the Russian Federation of March 3, 2007 of N137 "About Approval of Rules of Provision of Subsidies from Federal Fund of Joint Financing of Social Expenses for Partial Expense Recovery of Budgets of Subjects of the Russian Federation for Provision to Citizens of Subsidies for Payment of Premises and Utilities" (The Russian Federation Code, 2007, N 11, the Art. 1328).
