About establishment of cases of implementation of transactions with means of the federal unitary and state enterprises on the accounts opened in organization of the Central bank of the Russian Federation or in credit institution

1. Determine that in 2026 the federal unitary (state) enterprises when implementing transactions with the means specified in part 9 of article 14 of the Federal law "About Modification of Separate Legal Acts of the Russian Federation, Suspension of Action of Separate Provisions of Legal Acts of the Russian Federation and about Establishment of Features of Execution of Budgets of Budget System of the Russian Federation in 2026" have the right:
a) perform transactions on the accounts opened by it in organization of the Central bank of the Russian Federation or credit institution, in the following cases:
source of financial provision of transactions are borrowing facilities and in accordance with the terms of the credit agreement carrying out by credit institution control of target use of borrowing facilities or transfer of borrowing facilities to personal account of the receiver of means from the budget for the purpose of their expenditure is provided attracts emergence of additional financial liabilities of the federal unitary (state) enterprise;
operations are performed from the account opened for the federal unitary (state) enterprise in credit institution till January 1, 2026 which mode provided carrying out by credit institution control of target use of the means considered on the specified account;
concerning the federal state unitary enterprise proceeedings about bankruptcy (recognition by the bankrupt) are initiated or the decision on liquidation is made;
the decision on liquidation is made on the federal state company;
