About entering of amendments into the Law "About Audiovisual Mass Media"

Article 1. No. ZR-395 "About audiovisual media" (further - the Law) to add part 1 of article 3 of the Law of July 16, 2020 with Item of 31 following contents:

"31) synthetic content - audiovisual, sound or other information material or the image which was fully or partially created or modified with use of generative artificial intelligence (further - AI), machine training or other digital technologies and can create at the consumer obviously inappropriate perception of reality or delusion concerning its origin, authenticity or the speech, the image, actions or the phenomena of the person provided in it.".

Article 2. Add the law with Article 9.1 of the following content:

"Article 9.1. Obligatory marking of synthetic content

1. Suppliers of audiovisual media services shall provide the accurate, heard or visible and readable marking of synthetic content in the audiovisual materials broadcast in ether:

1) in case of the synthetic content fully or partially created or modified with use of generative artificial intelligence or other technologies based on machine training marked "it is created by artificial intelligence";

2) in case of synthetic content which was fully or partially changed with use of other digital technologies with indication of "Will be subjected to digital processing".

2. Marking is performed by the following methods:

1) in case of audiovisual transfer - to be displayed throughout all video and to be reflected in the field of the description, except for the case provided by part 3 of this Article;

- to include 2) in case of acoustical transfer two times, at the beginning and at the end of acoustical transfer, including in the field of the description;

3) in case of images - is reflected in the image and joins in the field of the description of the image.
