About entering of amendments and changes into the Law "About Local Self-government"

Article 1. No. ZR-337 "About local self-government" (further - the Law) to add part 1 of article 45 of the Law of May 7, 2002 with Items 17 and 18 of the following content:

"17) is issued by permission to sale of animals within community;

18) is provided by permission to organization of events, exhibitions and tenders with participation of animals.".

Article 2. To declare Item 2 of part 1 of article 49 of the Law invalid.

Article 3. Add the law with Article 50.1 of the following content:

Article 50.1. Powers of Chapter of community in the field of the responsible treatment of animals.

1. Chapter of community performs the following own powers in the field of the responsible treatment of animals:

1) designing, construction and management of shelters for homeless animals and adjacent infrastructure (diagnostic laboratory, the veterinary center, the operating room, etc.) will organize and the community territories, including in format of outsourcing or cooperation between community and private sector if the community is included in the list established by authorized body;

2) will organize works on catching of homeless animals in the territory of community, to their transfer in animals shelters;

3) according to statutory rules is issued by permission to content of pets in the territory of community and carries out their annual accounting;

4) is supported by maintaining veterinary registers;

5) issues permissions to activities of nurseries and animals shelters in accordance with the established procedure;

6) determines places of destruction or burial of corpses of the fallen animals in the territory of community;

7) exercises free supervision and checks in all places of content of animals according to the law;

8) requests and obtains any information, explanations and documents connected with preserving life from the animal owner.".
