About additional measures for development of fish industry

For the purpose of further development of fish industry in the conditions of limitation of water resources, I decide implementations of single system of management, increase in types of fish products, and also increase in amount of cultivation of fish by widespread introduction of intensive technologies:

I. Purposes

1. Determine main objectives of this Decree:

(a) implementation of single system of public administration in fish industry;

(b) bringing production volume of fish products to 500 thousand tons by means of specialization of the artificial reservoirs existing in regions on cultivation of fish intensive method in 2026-2027;

(c) development of cold water fish breeding, bringing capacities of production of fish to 20 thousand tons per year in the foothill territories of the republic since 2027;

(d) widespread introduction of transparent mechanisms of transfer to lease of water objects in case of development of fish industry;

(e) ensuring transparency of management system and industry by complete digitalization of production processes, calculation and monitoring in fish industry;

(g) determination of 2026-2027 the priority period of the accelerated development of fish industry in the republic, strengthenings of food supply and sharp growth in volumes of production of fish, system support from the state of subjects of fish breeding;

(h) annual preparation in addition 100 personnel in the direction of fish breeding and aquaculture, and also expansion of effective partner bonds with the international organizations.

II. Enhancement of public administration in fish industry

2. Agree with offers of the Ministry of water economy, the Ministry of Agriculture, and also Ministry of Economics and finance on education under the Ministry of water economy of the Center of development of fish breeding in the form of public institution (further - the Center), and also its territorial subdivisions.

3. Approve the Main objectives and priority activities of the Center of development of fish breeding according to appendix No. 1*.
