About measures for implementation of new system of work in activities of law-enforcement bodies for ensuring public safety

For the purpose of further enhancement of activities of law-enforcement bodies for ensuring public safety by implementation of new system of work for effective providing the world and wellbeing of the population in the country, the early prevention of offenses, reliable protection of the rights and freedoms of citizens I decide:

I. Main objectives and priority directions

1. Determine main objectives of this resolution:

(a) increase in role of inspectors on prevention of law-enforcement bodies (further - prevention inspectors) in control of crime in махаллях, achievement of trust of the population to the measures realized by the state in the field of ensuring public safety;

(b) transformation of system of ensuring public safety by enhancement of activities of law-enforcement bodies for the organization of prevention of offenses, to protection of public order, traffic safety, and also probation on the basis of new mechanisms of close interaction;

(c) creation of the safe circle in public places, махаллях and households, and also implementation of new mechanisms of work on rapid response to any offenses and illegal actions in them.

2. Organize activities of divisions of ensuring public safety of law-enforcement bodies as complete system on the basis of the following priority mechanisms of work:

(a) rapid response to addresses and messages of citizens irrespective of the direction of service and the territory of service;

(b) the introduction in direct and open dialogue with the population and rendering assistance in the solution of its problems which can become the reason of offenses;

(c) early identification and elimination of the reasons and factors of making of offenses directly on places, adjustment on daily basis of address scheduled maintenance with persons entering into risk group.
