About measures for implementation of the Investment project "Production of Electrical Energy by Combustion of Municipal Solid Waste in the Surkhandarya Region"

I. Production organization of electrical energy from municipal solid waste

1. Take into consideration that as a result of direct negotiations:

(a) company "China Sciences Environmental Protection Technology (Hong Kong) International Co., Ltd (" (People's Republic of China) (further - the Investor) within the Investment project "Production of Electrical Energy by Combustion of Municipal Solid Waste in the Surkhandarya Region" (further - the Project) is established by CSET (HK) overseas enterprise (further - the Project company);

(b) between the Investor and the Government of the Republic of Uzbekistan on behalf of the Ministry of investments, the industry and trade the investment agreement is signed on September 14, 2026;

(c) between JSC Uzenergosotish and the Investor the Purchase agreement of the electrical energy made within the Project is signed on September 11, 2026;

(d) between Agency on waste management and development of circular economy under National committee on ecology and climate change (further - the Agency) and the Investor the Delivery agreement of the Project company of municipal solid waste is signed on September 11, 2026.

2. Approve the investment contract between the Investor and the Government of the Republic of Uzbekistan on behalf of the Ministry of investments, the industry and trade signed within project implementation.

II. Obligations and privileges

3. Determine that according to purchase agreements of electrical energy and supply of municipal solid waste:

(a) The project company enables the guaranteed realization of the made electrical energy of JSC Uzenergosotish within 30 years;
