1. Bring in the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of June 1, 2022 No. 308 "About approval of Rules of provision of the measures of the state stimulation of the industry directed to performance improvement of work of subjects of industrial and innovative activities" (it is registered in the Register of state registration of regulatory legal acts for No. 28320) the following changes:

These rules of provision of the measures of the state stimulation of the industry directed to performance improvement of work of subjects of industrial and innovative activities (further - Rules), are developed according to the subitem 19) of article 9 of the Law of the Republic of Kazakhstan "About industrial policy" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" and determine procedure for provision of measures of the state stimulation to subjects of industrial and innovative activities directed to work performance improvement;";

3-2) system of the second level - industry state or non-state digital system by means of which order taking from receivers of measures of the state support of private entrepreneurship, their processing using formatno-logical control and transfer of the processed requests for the first level is performed.";

"18-1) registrar - the legal entity whose single shareholder is the state determined by the central authorized body by budget implementation, providing technical maintenance introduction of the register and monitoring of measures of the state support of private entrepreneurship and their receivers according to item 4 of article 93-1 of the Entrepreneurial code of the Republic of Kazakhstan;";

25) to state the subitem in the following edition:

"25) the digital signature - the digital record (set of digital data) created with use of the closed key of the digital signature and means of the digital signature, confirmatory reliability of the electronic document, its accessory and invariance of content.";

"6-1. The authorized body within three working days from approval date or change of Rules informs national institute, the operator of "the digital government", and also Single contact center, on the made changes and (or) additions in these rules.";

The national institute of development in the field of development of the industry opens the current account according to the budget legislation of the Republic of Kazakhstan for implementation of management of the funds allocated for provision of the measures of the state stimulation of the industry directed to performance improvement of work of subjects of industrial and innovative activities on the basis of the agreement signed between authorized body in the field of the state stimulation of the industry and national institute of development in the field of industry development.";

"14. To the subject of industrial and innovative activities the proved and documentary confirmed costs, in the amount of 40% of the amount of the incured (complete) costs not earlier than twenty four months before date of application, except for purchase costs of processing equipment and acquisition of the digital equipment are compensated:

on increase in employee competence the compensation amount shall not exceed thirty million tenges in calendar year;

on implementation of digital technologies the compensation amount shall not exceed sixty million tenges in calendar year;

on enhancement of engineering procedures the compensation amount shall not exceed sixty million tenges in calendar year, except for costs for installation of equipment and/or supervision of erection of the equipment, including instructing (training) in work with the equipment (on which the compensation amount shall not exceed twelve million tenges in calendar year);

on increase in efficiency of production organization the compensation amount shall not exceed twenty million tenges in calendar year.

On each measure of the state stimulation or cost type of measure of the state stimulation no more than one agreement on cost recovery in calendar year are signed.";

"14-1. Within purchase costs of processing equipment and acquisition of the digital equipment, to the subject of industrial and innovative activities the proved and documentary confirmed costs in the amount of 40% of total amount of the incured costs are compensated, at the same time the last payment if payment was performed by several payment documents shall be performed not earlier than twenty four months before receipt date of the request in national institute, at the same time the compensation amount shall not exceed sixty million tenges in calendar year.";

"24. The applicant on each measure of the state stimulation provides the separate requisition on receipt of the measure of the state stimulation directed to work performance improvement (further - the request).

Application for provision of measure of the state stimulation is performed in electronic form by means of digital system.

The digital system sends inquiry to system of the first level for check of the applicant on compliance to basic requirements.

The request is subject to further processing in digital system in case of receipt of the notification of system of the first level on the applicant's compliance to basic requirements.

The data specified in the request and the statuses of processing of the request are subject to transfer by digital system in system of the first level.
