About introduction of amendments to some laws of Ukraine concerning expansion of powers of local government bodies on support of the sector of safety and defense of Ukraine

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with the following changes):

Part the fourth Article 12 to state 1) in the following edition:

"4. The rural, settlement, city head cannot be the deputy of any council, combine the office activities with other position, including on a voluntary basis, to be engaged in another paid (except teaching, scientific and creative activities, medical practice, instructor and judicial practice for sport, accomplishment of powers of the chief of the relevant military authorities of the settlement (settlements) or business activity, except the cases provided by the law";

Part one of Article 26 to add 2) with Item 59 of the following content:

"59) decision making about provision of financial and material support to the sector of safety and defense during action of warlike or emergency state, approval of local programs of support of the sector of safety and defense (except provision of firearms, ammunition, explosives, destructive devices) with the obligatory notification about the made decisions of the Ministry of Defence of Ukraine";

3) in Article 36 part one:

the paragraph one to replace with four new paragraphs of the following content:

"1. Treat maintaining executive bodies of village, settlement, city councils:

a) own powers:

1) during action of warlike or emergency state - preparation, representation on approval, the organization of accomplishment and implementation of local programs of support of the sector of safety and defense, including programs of strengthening of defense capability and safety of the state and assistance to material logistics of the Armed Forces of Ukraine (except provision of firearms, ammunition, explosives, destructive devices);

b) the delegated powers";

add the Item with subitem 1-1 of the following content:
