About measures for realization of the tasks determined in the VI open dialogue of the President of the Republic of Uzbekistan with entrepreneurs

For the purpose of implementation of the offers and initiatives directed to the solution of the system issues touched about 14 thousand addresses which arrived during annual traditional open dialogue of the President of the Republic of Uzbekistan with entrepreneurs and at the meetings held within its organization I decide:

I. Measures for elimination of excessive intervention in business and reduction of its checks

1. Impose moratorium on any check of activities of small business entities for a period of three years, except for the inspections which are carried out within criminal case on studying of impact on health of the person and to observance of the labor law, and also the inspections which are carried out based on addresses of citizens on compensation (return) of the value added tax and in connection with liquidation of the subject of entrepreneurship.

2. Determine that during operation of the moratorium:

(a) check of activities of small business entities is illegal and persons which allowed such offense are made responsible in accordance with the established procedure;

(b) The Comissioner for the President of the Republic of Uzbekistan on protection of the rights and legitimate interests of subjects of entrepreneurship (further - Business омбудсман) holds event "Effective control". At the same time:

(i) materials of checks of monitoring bodies for the last three years are subject to complete studying with departure into place;

(ii) by results of studying within the powers adequate measures on the violations of the law allowed by monitoring bodies are taken;

(iii) in cases of identification of violation of procedure for conducting checks, and also illegal checks measures for recovery of the violated rights of subjects of entrepreneurship which activities underwent to check are taken.
