About development in the Russian Federation industries of facet of diamonds
For the purpose of development in the Russian Federation I decide industries of facet of diamonds:
1. Create in the territories of the Republic of Sakha (Yakutia) and the Smolensk region cluster on facet of diamonds (further also - cluster).
2. Determine that participants of cluster are the legal entities and individual entrepreneurs included in the register of participants of cluster on facet of diamonds (further - the register).
3. Determine joint-stock company "Almazyuvelireksport foreign trade organization the operator authorized on preparation of the conclusions about compliance (discrepancy) of legal entities and individual entrepreneurs to criteria of inclusion in the register and the organization of interaction of participants of cluster with subjects of production of natural diamonds.
4. Subjects of production of natural diamonds after fulfillment of requirements, stipulated in Item the 5th article 2 of the Federal Law of March 26, 1998 No. 41-FZ "About precious metals and gemstones", offer participants of cluster the rough natural diamonds and partially processed natural diamonds (codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 7102 10 000 0, 7102 21 000 0 and 7102 31 000 0) before their receipt in the address.
5. To the Ministry of Finance of the Russian Federation to determine criteria and procedure for inclusion of legal entities and individual entrepreneurs in the register, the bases and procedure for their exception of the register, procedure for providing participants of cluster with the rough natural diamonds and partially processed natural diamonds, order of interaction of the operator determined by Item 3 of this Decree, participants of cluster and subjects of production of natural diamonds.
6. This Decree becomes effective since March 1, 2027.
