About modification of some legal acts of the Kyrgyz Republic concerning legal representation

Bring in the Administrative Procedure Code of the Kyrgyz Republic (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2017, No. 1 (2), the Art. 13) the following changes:
Article 3 to add 1) with Item 28 of the following content:
"28) the legal representative - the representative performing activities for rendering qualified legal aid to physical persons and legal entities in case of representation of their interests in administrative legal proceedings according to the legislation regulating questions of legal representation.";
2) in Article 29:
a) state part 1 in the following edition:
"1. The party has the right to make legal proceedings in court personally or through one or several representatives.
Personal participation in case does not deprive the party of the right to have the representative. Participation of the representative does not limit the right of the represented person to independently make legal proceedings.
Can be agents of the parties:
- lawyers;
- the legal representatives performing activities according to the legislation regulating questions of legal representation;
- legal representatives;
- representatives on position.
The party has the right to charge conducting case to one or several representatives. Powers of representatives are drawn up according to the procedure, provided by the civil legislation. In case of appeal to the court the representative shall provide the power of attorney in electronic form or properly verified copy.";
b) state part 10 in the following edition:
"10. Powers of the representative, except for legal representatives, shall be expressed in the power of attorney issued and which is drawn up according to the Civil code of the Kyrgyz Republic.
