Chapter 1. General provisions

Article 1. Regulation subject

1. This Law regulates the legal relationship connected with the organization and provision of services by state bodies and local government bodies, public and local government offices, state and municipal companies.

2. Operation of this Law does not extend to the legal relationship connected with:

1) licensed authorization system;

2) activities of state bodies and local government bodies, other public and local government offices for realization of functions of the state supervision and control;

3) interdepartmental and interdepartmental interaction of state bodies and local government bodies, public and local government offices, state and municipal companies when implementing of the functions by them when such interaction is component of the procedure of provision of specific service or provision of services each other.

The services provided by the state and municipal companies and the services provided by the public and local government offices each other are performed on contractual basis according to the civil legislation.

Article 2. The concepts and the principles applied in this Law

1. In this Law the following concepts are used:

1) the administrator of services - state body, executive body of local self-government, the public or local government office responsible for the organization and provision of services;

2) service outsourcing - transfer by the administrator of service based on the agreement of process of provision of service;

3) the state or municipal service - the activities of the contractor of services performed within its competence on execution of request of physical person or legal entity or in pro-active form, corresponding to the criteria provided by this Law;
